That is a good question. While this is in the 'Free Designs' area, I do feel that the designer should be acknowledged.
I don't think there is a copyright on that design. Janett Mansker really is a very good digitizer.
May I suggest that you notify the poster to add Janett's name? All people should be given credit for their work.
