Where can I purchase the neoprene fabric to make can koozies?

Do you embroider on the blanks?  If so, how do you hoop them?

Yes, you can embroider the blanks.  You use sticky back stabilizer.  You hoop the stabilizer and then place the koozie on center.  Use the outline or jog feature of the embroidery machine to make sure the chosen design will align with the koozie and not go off into space.
