I am getting the message "garbage at the end of the zip" and the designs won't unzip. Is this a bug?

It seems like you may be doing something wrong in unzipping the file. You can right click on the file and choose "Open Link" then save it to your desktop.Now depending to which utility you use ,there is different steps to unzip the file.Please review the method from Help menu.
